Domitian

Titus Flavius Domitianus, the second son of Vespasian, was unexpectedly made emperor after the surprise death of his older brother Titus in 81 CE and ruled until his assassination in 96 CE. He is not a fondly remembered man, known mostly for increasing autocratic control of the emperor over daily life. His palace is the largest such structure on the Palatine Hill.
